How to stop brother from selling the joint property to rowdy people

Me and my brother are from hindu family have joint property. I live in that place for 15 years. He the to sell his part land mafia type people to make trouble for me. I am offering him more than the market prize but he is not selling due to dispute between me and him. He is selling it at much lower prize to land mafia type people. What should i do?

1. Is your joint property has been partitioned or not..... Between you and your brother
2. If partitioned, then you should sue in the court your brother and such land mafias, for stay or injunction on your property

whether the property has been amicably divided between you and your brother or through some Judicial order? if there is no judicial order of division of the property then you can dispute the division before the competent court of law and seek stay against your brother so that he may not sell his share
