How is the land stamp duty decided and calculated

I have plot no 444 and 777 in my village . On an expressway the area .4214 hec and .52 hec respectively required. If the stamp value for these plots are 160000 and 138000. Then what will be the compensation. Does any party (upeida)other than registry office can evaluate the value of land below the stmap rate?
