Hello, my parents are divorced. Legally my responsibility is with my father but unfortunately I am staying with mother from a decade. Can, I claim my property rights from my parents.

You can claim property rights from both your parents. If it’s ancestral property you have a legal right regardless of whom you live with. For self-acquired property, it depends on their decision to will it to you.

if the property which your father is owning is ancestral you can get share in that property by filing a suit for partition. If the property is self acquired then he can do whatever he wants you will not get a share in it unless he provides it

hi even if your parents are divorced then also you have the interest in properties of both the biological parents. the shares will depend on other legal heirs divorce doesn't take away the rights of the legal heirs in it.
