Kindly question the validity of mutation registered without the consent of the sisters. Sisters are also required to give a relinquishment deed relinquishing their rights in the said property. You may approach any civil court within which the said property is registered.

U have not specified from where they have done mutation municipal records or DDA or any other. Yes daughter can claim it's share for that both the authority, brothers and ant other legal heir will be sued.
