Yes, if the property is in the father's name, he can sell the same without any one's consent. He is free to dispose of the property the way he likes. There is no requirement in law to have consent of any of the legal heirs to sell a self acquired property.

If the property owned by father is self earned then he may dispose it off as per his will and wish. If the property is ancestral and the said person is if governed by Hindu law then with out consent of other co sharer or legal heir, the said property can not be sold unless and until the consent is obtained.
