I think your brother has a right to question it . If it is your fathers property then all the four including your mother has equal right ie one fourth of the total property. But if it is the self acquired property of your mother alone then she can give it according to her choice.

I would like to know, whether the settled property is a self acquired property of your mother or inherited one.if it is self acquired,the settlement made by your mother is valid.if it isa inherited one, family partition is the solution

Hii,,,(is he has a right to file a suit.) He can file and challenge if there is any defects in execution of settlement deed. "(Mutation of record done on my settled property) this can be revoked if court finds anything wrong in that Deed.
