Are the Khatha and release deed interlinked?

My father willed his property to me and my sister, safeguarding the benefits to my mother till she’s alive. After my father’s death in 2020 the Khatha was transferred from his name to my mother and she is since paying house tax. My younger sister wants to sell her share to me and I am ready to pay her the due amount. In turn I want her to execute a release deed. What is the procedure for this be done when the Khatha is in mother’s name.

All the arrangement with regard to the property can be made as a sort of a partition between the three of you at the same maybe registered in sub register office as a family arrangement. in this way the Khata being in your mother's name will not come in the way.
