First party not transferring his vehicle

I purchased a Bike from a person through OLX in Nov 2019. I gave 75% payment through UPI & remaining 25% in cash. The owner purchased the bike on EMI. Untill Nov the loan was not cleared so we both went to the bank and cleared the dues before I took the bike. Bank official told us that the NOC will be delivered to his address which he initially provided at the time of purchasing the bike. After some time that guy left that place and moved to a new place. I am following him up since then but he has not taken any action to take the documents from the bank. Now he has also stopped responding the calls. And when i said that if you cannot provide me the bank NOC at least take the bike and return me the amount. So he started saying that he won't do that. Please help me what actions can be taken so that I can get the bike documents from him or I can at least get my money back. As it is getting hard for me to maintain the bike. And I need to sell it immediately but no one is ready to take.
