Can government be made party in case of death in motor accident

My wife's father died in a bike accident. No insurance in the vehicle. The owner denies any compensation for any property. Can the party add the Tamil Nadu government with the owner?

Motor vehicle accident case decided by based on the insurance, vehicles,place ,earning capacity only.Based on insurance only they will fixed the compensation amount.In your case I need more information. Accident between bike vs.....? If government bus means you can add setc one of the party . I want refer your FiR copy that based only we can conclude.U r eligible to get compensation no issue for that.But you must approach right person in right time otherwise .... I hope you can understand my point.

You can seek compensation from the owner of the vehicle which caused the accident even if didn't had a valid insurance cover at the time of accident. Further,if your father in Law died of an Accident while he was travelling pertaining to his work, you can seek workman compensation for death from his employer.
