Can a third party claim compensation for injury from insurance company

Is there any provision of getting compensation to the third party for injury from the Insurance company of the owner who have first party insurance and Is there any suitable lawyer in Jamshedpur (Jharkhand) to fight my case and to give me justice. I am ready to pay 20-30% of the amount I get after claim settlement.
