Want to vacate the flat owner refusing to return security deposit

I am on a rented flat. We got this flat through a agent. When we were signing the leave and license rent for 11 months which started from this may 10 2016. I asked the secretary that whether in the rainy season water gets in the house or no? He said no theres no problem like that. Water doesnt gets inside. Now water is coming inside my house which is ground floor. I went and told him that water is getting in and i want to leave this flat. And i told him why you lied to me that water does not comes in. He is refusing that he told me like this. I want to leave this flat!
u have to filed a complaint against the police station in ur flat owner. for froud, cheating, defamation etc.
or legal notice for recovery of amount of security. thereafter file civil suit before hon'ble court.
