Landlord allowing extra tenants but Owners Association denying

The owner of my house wants to include a 6th tenant to the house I currently live in and the Association of the Gated Community disallows it. Is this act under the legality of the constitution? That even though the owner complies with an extra memeber, the association prevent it from happeneing?

What do you mean to say by telling 6th tenant?
Is the new tenant being accommodated in the same house where there are already 5 tenants?
Or the landlord is letting out his 6th flat to a new tenant in the same complex?
If the owner is adding another incumbent to stay as tenant in the same house wherein you do not find it comfortable as a co-tenant then what prevent you to stick on to the same house and live in an embarrassing situation under inconvenient atmosphere.?
Have you entered into a rental agreement with the owner?
If so whether is there is any condition restricting or allowing a new tenant?
The problem of gated community cannot be discussed by you.
You can seek clarification to the problems you face due to this situation.
As a tenant you do not have rights to object or recommend addition or deletion of any tenant by the landlord/house owner.
