Is SC judgment on tenancy charges will be applicable in Delhi also ?

I wish to know " the supreme court has upheld the verdict of mumbai High court upholding that the tenancy charges cannot exceed 10% of maintenance charges is it applicable in Delhi also "
The Mumbai High Court judgement was upheld by the Supreme Court.
This judgement is silent whether is applicable whole of India, but it is a precedent set and can be subsquently applied in different state
