House owner not providing rent agreement what can I do

House owner is not providing Rental agreement as well as PAN. When ever I am asking he always giving some dummy reasons.

It is the duty of the landlord as well as the tenant to draft an agreement. If the landlord is refusing to make a rent agreement then you can go ahead and make a rent agreement yourself upon the agreed terms and condition between you and the landlord.
