Can different families together can become tenants of a single flat

Can multiple families(not related/not joint family) together become tenants of a single flat in a community/Apartment which is registered under Karnataka Apartment Owners Association
There can be one lease agreement for a particular house or flat, so landlord cannot give a house to multiple families. Tenants can sublet the property only after the permission of the landlord.
