A friend has a title deed document can he do anything with it

I have a land in my native which is registered in my mother's name. For some personal reasons the document was given to my father's friend as he need it to verify some survey number for real estate purposes. My father had expired last year and the document is currently with his friend though its registered in my mom's name. I would like to know to the answers for following questions. 1.Will he be able to do anything with that document.
You will have to file a case before the civil court of competant jurisdiction for declaration and mandatory injunction seeking declaration of your tile to the property and injunction seeking directions to your uncle to deliver the documents pertaining to your property to you.
