Salary is on hold as per target based commitment in offer letter

Hi Sir, I joined in one company in Nov 2023, in the offer letter they mentioned package details with target based commitment. After that i received email on 20 Nov saying we will terminate if not achieved the target. 1 Dec another mail saying that salary will be on hold if target not achieved. After receiving both email I was not sent any email to them for clarification. Unfortunately I am not get one single sale. Can i send legal notice to the company for my salary ? please let me know.
