Non Payment of Wages to workers supplied by Labour Contractor

One of my friend is Labour supplier ,he supplied Labour services to L&T Delhi , there is signature of L& T Engineer on Daily Labour Report , L&T has not paid Labour wages till date, it has been over 1 year.
Please guide us if
It seems like your friend has a strong case for recovery of his money. He can start off by shooting a strongly worded Legal Notice with respect to the recovery of his money which L&T owes him on account of labour supplied by him. Also, if one year has been passed, he is also entitled to claim interest on the debt. Further and better particulars are needed for a sound opinion.

Is there any agreement between the labour supplier and L&T Delhi? We first have to ascertain the link and nexus between the payments due by L&T and the demands by workers before giving any advise to you. Also, the quantum of amount claimed is very important to see remedy.
