Does any school or institution pay CL or not depending on their wish?

I have been working in a CBSE school for five years but they are still not giving me salary for May and June holidays and now I am not even being paid my CL. Due to non-payment of CL, I have resigned after the completion of the session, but according to them, I should give one month's notice period, now they are neither paying me the last month's salary nor paying the security. Now tell me what should I do for this?

This is your legal right to get all due payment such as CL, holiday payments, gratuity etc. before settling the requirements with any Institution.
tye Institution can't deny to pay you.
Likely, you said you have work for 5 years in the Institution hence your are even eligible for the payment of gratuity.
