Delay or refusal of Promotion by the employer

As per procedure and in expectation of natural justice on the matter  I have long back represented/made review petition before the competent authority vide my petition dated 08.06 2017 and 20.12.2017,wherein I have requested to review the Penalty clause and may be modified upto the extent that “ reduction to……………… for a period of 5 years or till his promotion whichever is earlier……………………….of his pay”( Copy of the request letter enclosed ). But, it  was not reviewed /modified till now itself   & the reasons  can easily be understood by a layman even. By  Not made Review even  upto an extent mentioned above I am  still not getting my legal right of promotion, so far. Recently one incumbent junior to me has been given promotion vide O.O. No 82/2018/Estt.I Dated10.08.2018, bypassing my case, which ,I shall separately going to challenge.. Moreover , Vide my request letter dated  20.12.2017, I had long back represented the case matter before Honorable Executive Director(Vig.)/ CVO,FCI,  als

very well in that case the remedy left is to challange the promotion of the concerned post if junior has been elevated and you were deserving candidate for the same. no other effective remedy is there other than this. better rush before it's get infructous.
