Delay or refusal of Promotion by the employer

As per procedure and in expectation of natural justice on the matter  I have long back represented/made review petition before the competent authority vide my petition dated 08.06 2017 and 20.12.2017,wherein I have requested to review the Penalty clause and may be modified upto the extent that “ reduction to……………… for a period of 5 years or till his promotion whichever is earlier……………………….of his pay”( Copy of the request letter enclosed ). But, it  was not reviewed /modified till now itself   & the reasons  can easily be understood by a layman even. By  Not made Review even  upto an extent mentioned above I am  still not getting my legal right of promotion, so far. Recently one incumbent junior to me has been given promotion vide O.O. No 82/2018/Estt.I Dated10.08.2018, bypassing my case, which ,I shall separately going to challenge..
