You can ask your counsel to file a listing application in the court with regard to your pending writ petition and further ask him to mention this fact in the court and request the court to take up the matter on the date it is listed.

Get this matter expedited by approaching the Supreme Court under Article 136. Your lawyer could be right while giving you this reason. The Allahabad High Court is tremendously burdened and is unable to take up a number of matters which though are listed on it's board.

Ask him to file a listing application for listing of the case and also ask him to file an application for early disposal of the writ petition showing the disability documents and other related documents which can prove the urgency of hearing in the matter and necessity of disposal.
