Police complaint done by car who hit my car from rear.

Today while driving in a peak traffic road a cab hit my car from behind. He mentioned that did an emergency braking and he couldn’t apply immediate braking.” and crashed into my car. The cab driver insisted for a police complaint so he can raise insurance. There was no damage to my car but his car no it was damaged more. I mentioned that he can directly raise an insurance and police complaint is not needed but I think he didn’t knew the rules. I left the place as he was still calling someone. There were passenger in his cab.My question is:n- Whether the car which hit my car from behind can raise a police complaint?n- If yes then what should be the next steps for me?
Well, Why you are worrying? If he will lodge a Police Complaint, he, that is, Driver will go in trouble, not you. He will not put hammer on his legs by calling Police. He can't do such stupidness. You next step should be wait and watch.
