First talk to the concerned authorities stating that you have paid the amount twice and if the authorities fail to you repay the amount you paid twice. You have a right to file a consumer complaint Is the authorities stating that they have not responding you the amount you have mistakenly paid to them after paying the original fee amount you can also issue a notice to the authorities stating that you will proceed legally if they failed to repay you the amount and in the notice you can mention the duration giving to them is 15 days after that if they failed to repay the amount within 15 days the action can be taken by you filing a complaint in the consumer court
