Description of IPC Section 117
According to section 117 of Indian penal code, Whoever abets the commission of an offence by the public generally or by any number or class of persons exceeding ten, shall be punished with imprisonment of either description for a term which may extend to three years, or with fine, or with both.

If someone encourages a large group of people (more than ten) to commit a crime, they can be punished with up to three years in prison, a fine, or both.
