What to do if neighbour didn't allow our pipes to pass

We have constructed a new house and we have our drainage backside of our house but our neighbour has refused to allow the pipeline of our only house saying I will not allow your pipes to go infront of my house.Now our drainage is going infront of our house creating problems

hi if he is not allowing you to allow the pipeline then you could file a suit for injunction in not allowing to enter your land and that you could give a complaint to municipal authorities to take action on your representation
