First of all, go and personally try to bring your wife back home. However, if your father-in-law creates problem then inform the police regarding the same.
After that you can file a petition under section 9 of Hindu Marriage Act for restitution of conjugal rights so that the court can insist upon your wife to come and live with you.

Before she file any suit you can move ahead and send her notice for conjugal right and also can file a case following to it. But prior to that you be aware and sure about her want. It doesn't make any variety what is the post of her father. To live a together is first requirement of any marriage. So, first it is advisable you know her wants; if it is possible you get every thing recorded / documented. that will be helpful you to defend you side.

To be frank I could not able to understand your query whole. But for resolving your issue, do one thing first of all you alongwith your elder family member and one or two of her relatives who are able to understand will go to her home and say her to come home and if she has any conditions then try to resolve. But keep someone from her relatives with you so he be your witness in future consequences. Try this once is still not resolve then contact me.
