you can file habeas corpus petition in HC to direct police to produce the girl if she is being illegally detained .The fact of love and willingness to marry each other should be emphasised and the apprehensions of danger to her life to be insisted in the complaint. If the local police is not cooperative then the higher police official may be approached for intervention and direction to local police to retrieve the girl from illegal custody.

You can move the high Court if the girl is a major and is detained against her Will. However, please note that, in a such an eventuality, everything depends upon the WIll of the girl

Hai.
being a central emply i belive u r above 21 n she will be above 18. If u r certain tat she will come with u. Ur only status is to file a habeas writ before Honble High Court. Else u can register the marriage online n wait for a 30 grace time. Then have the courage to walk her out n marry her. After marriage no one can interfere and the local police will aid u.
