your sister has all the rights to approach the court and get the maintenance for gerself. If he is misusing his position in the army then a complaint can be lodged to get your sister the desired respect and relief.
Madam your sister needs to file case for maintenance u/s 125 of cr.p.c. for money at family court and go to his regiment and talk to his snr. About this. And ask her husband to prove her cheating by court only .
Maintenance is a right which is seek in the court of law or is guided by customary law, if any. Maintenance to wife or family is not guided by rules of any employment. After retirement of the employee in a central government service or state government, he is given pension in a joint account with his spouse so that after the death of the employee his wife gets his pension till her death. In your case, army cannot do anything. You have to move to court for seeking maintenance against. For assistance call me on 8700608356.
