He can easily be booked under section 494 IPC and if you have got all the proofs regarding the marriage then you have to file a written complaint against him and address it to the police station of your area. And then a complaint under section 156(3) CrPC before the judge. For more legal assistance I am just a call away.

the second marriage is illegal and cannot be valid if the first marriage still is subsisting. Though there will not be any punishment from the court, but it can be done of FIR is issued against him. the time taken in the court is just 2 hearings to prove that the first marriage exists and the second marriage is invalid.
