A "Samaj Patra" from the police isn't a formal legal document like an FIR or summons. It's more like an informal notice or letter asking someone to appear for questioning or give information, often used when the police want to handle a situation without making an arrest. It's basically a polite police way of saying, "Hey, we need to talk,"without triggering strict legal procedures.

Well, if you have received a Summons from Mahila Aayog, then, you must honour it, as they will try to settle the issue between you and her first, rather than booking you under the criminal acts. If you won't honour, you will come under their radar and will be considered as guilty, for which, they can lodge a FIR against you & arrest you thereafter for not even honouring served Sec 41 A CPPC Notice to you (Accused).
