Process of obtaining a Legal Heir Certificate

I'm the only child of my parents and both of them passed away. We have a property with joint ownership - my father is the first owner and myself is the second owner. Now I would like to sell the property.
Do I need Legal Heir Certificate for the same ?
If yes, then what is the process to get the same ? will I get it from local municipality or from the Court ?
