Neighbour dog illtreated and barking causing great disturbance

My neighbours balcony is just beside my bedroom in first floor. They keep two big foreign breed dogs 24x7 tied up inside that balcony. They keep barking very loudly all day and esp at night causing great disturbance to our daily life and sleep. I have a 1.5 years daughter who cant sleep at night due to that sound. We have told them repeatedly to keep thei dogs inside but they havent listened. Please guide us what to do to get rid of this.

you can lodge a complaint before the local police station so that they dont hamper and breach the peace of the child concerned as well as it is purposely done so that it cause mental trauma upon you it needs to be dealt with properly keeping in mind the animal sentimental issue also, proper drafted complaint needs to made through your lawyer
