Need to be apply for LHC in court

My father was adopted son of their parents. I don't have adoption deed but having sufficient documents like school tc, old ration card, marriage invitation, my father death certificate. Also I got my father legal heir certificate. Now My grandfather, grand mother and my father was more. I went to tahsildar office and ask them legal heir certificate for my grandfather. But they told me, you apply LHC through court. My question is 1) to which court i suppose to apply LHC.2) if I apply how long

You have not given any details for which reason you need your grandfather's legalheir certificate. If at all any property is there you can approach the court with the letter from Tahsildar. Or contact me for more details in my numbers.
