My in laws are not answering the phone

Dear Sir/Madam,nMe and my wife are not legally seperated. My daughter is in custody of my in laws as my wife is afraid of my family and thinks that we are involved in black magic. Since she is afraid I agreed my daughter(5 years) to stay with my in laws. Now when I am trying to call my daughter my in laws are not answering the call. They will not answer the call and after 3 or 4 days will give unnecessary excuses.What can I do if my in laws are purposely not answering the calls?

you had to file petition involving the provisions of guardian and wards act to get inter custody of the child,then the court shall order production of the child and thereby you can get access to the child
