Well, in that case, you write an Application to the concerned nearby Police Station of your's to intervene and assist in getting your Mother in Law admitted to a Rehabilitation Centre to get her Borderline Personality Disorder treated. You need to seek intervention of Police to make your family members understand, that, why treatment for your Mother in Law is necessary! and if anyone will intevene, Police will take an action upon them, considering, your Mother in Law is not a mere threat for your family but also for the neighbours of your's, considering, as per your own statement, upon which I am relying, that, her mental health is not ok and she can physically harm anyone. So, if she by accidentally reaches outside your House, she can harm neighbours too.
