I got married in Delhi but I am living in Kerala , I want to make marriage certificate but to go to Delhi for this process is very costly can I make marriage certificate in Kerala itself
You can try an online application, if available.
You have to collect it from Delhi, where your marriage has been registered.
Otherwise you can contact the registry in Delhi, and ask them about the possibility of a digitally signed application submitted online.

You can very well register your marriage in the state of Kerala even if You're receding at the of UP you have to provide the details of your temporary residence and the jurisdiction of the registrar is depending upon your temporary residence you have to provide all the details regarding the spouse and yourself and the same has to be adjusted by Authorised officer
