Marriage certificate application if marriage happened outsite Maharash

I am a Permanent Resident of Mumbai, Maharashtra. I got married in 2011 in Uttar Pradesh. Can I apply for Marriage Certificate in Maharashtra though my marriage took place in Jaunpur, Uttar Pradesh.nnMunicipal Authorities are denying to issue the certificate and telling to get it from UP
