As I am the biological daughter of my parents, there has been no adoption deed for [Person XX]. However, the Village Administrative Officer (VAO) refuses to issue the clearance. your question is not clear, what is the certificate you applied for? is that the VAO added any other person as legal heirs to your parents along with you? if yes for what purpose, be clear with your question. if you have the necessary proof, we can file writ petition against the Tehsildar to remove the legal heirs
