Legal heir for a biological Daughter of my parent

As I am the biological daughter of my parents, there has been no adoption deed for [Person XX]. However, the Village Administrative Officer (VAO) refuses to issue the clearance. Without conducting a proper inquiry, the VAO submitted an incorrect statement to the Revenue Inspector (RI) and the Tehsildar. We can issue a writ before the High Court and we have all chances to definetly get a favourable verdict. We need to pursue all the documents however. If we have a strong case we can go ahead. We need to look into the details.

your question is not clear, what is the certificate you applied for? is that the VAO added any other person as legal heirs to your parents along with you? if yes for what purpose, be clear with your question. if you have the necessary proof, we can file writ petition against the Tehsildar to remove the legal heirs
