Legal hair certificate - excluding name

One unmarried physically challenged women hass passed away. She has mother, sister and brother. But brother didn't take care of her. He sent her out of home. So we don't want to add his name in legal certificate. Is this possible? Please advise.

legal should be mentioned in the legal at certificate is your leaving any of the legal care will fully want only knowing that Criminal action will be taken against you even that legal care may file case against you to include legal care and for the 40 document they can also give for a criminal complaint
