Legal Guardianship certificate for 18 year old

I'm a Christian woman and I have been told to get a guardianship certificate for my sister who will turn 18 in a month. This is for the purpose of getting my mother's pension. Please tell me if it is required i.e., once she turns 18. They have withheld pension for almost two years without informing us of this so please tell me how soon I can get this certificate. Thanks
Since your sister will become a major your sister can directly submit an application before the authorities concerned and seek for pension. You cannot get guardianship certificate immediately from the court as it takes considerable time.
