intolerable circumstances leads to moving out

my sister was mentally tortured by inlaws & husband. she was staying with us from past 3 months. but still the insults were intolerable. she left our place without telling anybody & left a letter of never returning back as she has tolerated a lot. now we are not able to make any contact. her inlaws are threatening us. what steps we can take now.
