husband ignoring me and child since her birth

My husband is in merchant navy and lives with his parents in delhi. I live in outskirts of NCR some 70 kms away in company provided accomodation. I am not able to commute daily for work from delhi and also I have a 3 year old girl. His parents blame me that i do not give adequate respect and my husband says he doesnt want to live with me. When I go there they all shout at me and shoo me out. I feel that he doesnt want to leave Delhi enjoy there and doesn’t want to take any marital responsibilities in the pretext that he is taking care of old age parents. Is there any means that he can be compelled to take marital responsibilities, responsibilities towards child in addition with parents and not just run away and keep blaming me.
yes there is many options available by which your husband shall take marital responsibilities of you and your child first of all you tell me what is the date of marriage and what do you have decided
