How to obtain legal heir certificate when one sibling refuses

A will by my grandfather is registered to my father. My father has 3 siblings all women out of which one sibling is refusing to furnish documents for applying legal heir certificate whereas the others have provided the documents.how do we get a legal heir certificate without one person providing the document.

we need to submit legal heir certificate to all only. convince the other person to submit the documents else that person is going to loose including all of you. all the misunderstanding between the siblings can be taken care later, but right now it is mandatory to apply legal heir certificate for all

With reference to our law Rato to request regarding Legal heir certificate asked the question for obtaining a legal heir certificate you can apply through the jurisdiction court for filing has succession certificate before the concerned court and you can obtain the certificate for inheritance
