How to get married with a foreigner as an Indian outside India

Is it possible to get married to a foreigner outside India (Destination Marriage) We both are Muslims. The bride is from the Philippines and I am from India, Kerala. We started planning for our marriage. We would like to go for a destination marriage (Outside India). Probably Maldives or Malaysia. 1. How can we do this? What are the procedures to do this? 2. Can we do the Nikah first and then register our marriage later? What is the easiest way to do this?
