How to get maintenance from spouse serving in BSF?

My husband is working in BSF.he is not maintaining his family (me and my son 13yrs).Properly.So many times I wrote his department ,DG BSG,and also to home minister and personally to pmo.but there was no justice .Lastly I lodge in family court for maintenance but problem is court issue a notice through his department to my husband but that department refuse to receive the notice .What happens next.if they don't receive notice.
According to law if someone refuse to receive notice,it is regarded notice is sufficiently served.U file an affidavit in family court stating notice is sent to correct address but O.P. refused to accept.Then u will get exparte order from the court

Usually BSF refusing to receive notice to serve its employee is rare.ask yr advocate to press for interim maintenance exparte that's done usually after 2/3 dates.file also divorce case, return of gifts given during marriage ,collect the ancestral property record for future use of partition by yr son .if cases are delayed ,file petition in HC for direction of quick disposal.
