Your parents can tell your brother and family to leave the house immediately otherwise they can take the help of jurisdictional police by filing the complaint to evict them. They don't have any right to harass your parents by staying at their house means your brother dnt have any right over the house which is your father's self acquired property. Even your father can contact advocate and issue legal notice to your brother by asking him to vacate the house. Even eviction suit can be filed at civil court at your city.
