he's really harassing me. I have raised a complaint prior to police before. but he is still behaving the same. My mother and me has been the victim of domestic violence. I have been starved for days, I have been beaten up. so I want to launch a case on my father?

Dear queriest, as per your query you have mentioned that your father is harassing you and your mother and you both have been victim of domestic violence, so it is therefore suggested that you need make a criminal complaint against your father.

Yes you can file Criminal Application in court under Domestic Violence Act. Also you can file criminal case directly in court on the basis of previous complaint you had filed in police station. you don't need to go to police station.
