FIR Status as Referred [ Further Action Dropped]

There was a complaint registered in police status in 2017. The current FIR status on the complaint is showing as Referred[Further Action Dropped]. Could you please explain me what exactly it meant?. does the complaint closed or still in investigation process or the same complaint can be reopened and investigation will start?
referred FIR that is in actually the police will close the FIR as mistake of fact once closed and affair at mistake of fact FIR no further action in the affair not bother about Oriya about the father proceeding because the proceeding itself ended as it is referred FIR
What is action dropped?

Can a FIR be dropped?
