Father's debt, gambling addiction and erratic financial activities

My father is in debt of a very large amount with a number of clients, takes up projects he cannot finish, takes money to pay off other client who sends threats, then eventually has to repay the client he took money from because the project was unsuccessfulHe is also addicted to gambling and won't listen to reason and this repetitive cycle continues, he will eventually deplete all savings and he wastes upwards of 10lakh Rs. in a month, his financial activities are extremely erratic and I want to stop him by getting his bank accounts frozen or any official warnings, etc. nmy mother eventually pays him after he keeps nagging her for money all the time.I tried to delete his casino accounts but that did not solve the problem, my intervention causes a lot of backlashI'm not sure how to resolve this critical problem and would need expert advice.
