Family matter looking for advise from the experts

Hi, my husband is staying with his parents and brothers since 6 month leaving me alone, giving me the reason that Corona no work to come to Bangalore and I am working in Bangalore. I have been not talking to their family since 7years. I have been married since 13 years now after 13 years he is saying that, his family is not ready to speak to me and my husband says that he is not able to leave his family and he can't come back and leave with me. He is also impotent I know this after 1 year of my marriage, even after that i didn't him. I have spent 13 years with him now I am 39 year old and he is 47 year old. now he wants to leave me because of his family. I have spoiled my 13 years I can't leave him now. Can he diverse me without my consent? what is the option I have to get the justice. His younger brothers are trying to search a girl for him for second marriage and got this information from one of my common friends. Please let me know what I can do to get the justice.
